Our Work
Library Consultant — Government Library Planning and Community Development
This is a sample list of the projects Aaron Cohen Associates has worked throughout its years. Additional projects can be sent upon request. Our government library engagements span national libraries, federal agencies, military research installations, and international institutions — each requiring a precise understanding of mission-critical information environments, security considerations, and public service mandates. We bring the same rigorous strategic planning methodology to every government project that we apply across our full consulting portfolio.
Core Capabilities
What We Bring to Government Projects
Government library environments demand a consultant who understands both the complexity of public-sector procurement and the operational realities of mission-driven institutions. Aaron Cohen Associates has worked with national libraries, federal research laboratories, military installations, and international government bodies. Our approach integrates strategic planning, space and service analysis, and digital transformation into a single, coherent engagement model.
Translating mission requirements into functional, future-ready library environments — from needs assessment through construction documentation.
Aligning physical and digital collections with agency mandates, including preservation, access, and long-range resource management.
Mapping existing service patterns against user needs to identify gaps, redundancies, and opportunities for operational improvement.
Delivering consulting services across jurisdictions and cultures, including national libraries in Singapore and Bermuda, with sensitivity to local governance and professional standards.

Why Government Libraries
The Distinct Demands of Public-Sector Library Planning
Government libraries operate under constraints and mandates that differ substantially from academic or corporate environments. Security clearances, procurement regulations, public access requirements, and long-range archival obligations all shape what a planning engagement must address. At the same time, these institutions often serve highly specialized user communities — researchers, policymakers, military personnel, and international diplomats — whose information needs are precise and time-sensitive.
Aaron Cohen Associates approaches each government engagement by first understanding the institution's mission and the regulatory environment in which it operates. From there, we develop a strategic plan that addresses space, collections, staffing, technology, and service delivery as an integrated system. Our work with the National Library of Singapore, for example, required navigating international standards alongside local governance structures — a challenge that drew on our full range of consulting services.
Military and research installations such as the Naval Research Laboratory, Oak Ridge National Laboratory, and USAMRIID present additional complexity: classified collections, restricted access zones, and the need to support highly technical research workflows. Our space and service planning methodology is designed to accommodate these requirements without compromising operational efficiency or user experience.

Public and Special Library Projects
Beyond government and academic work, Aaron Cohen Associates has an extensive record in public library planning and special, corporate, and research library consulting. These engagements inform our government practice: the community development principles that drive effective public library design are equally relevant to government libraries that serve broad public constituencies, while the specialized information management strategies developed for corporate and research libraries translate directly to federal and military research environments.
